I think you mean the amount of mass that exerts .25 Newtons?
On the surface of the Earth 101.972 grams exert a force of 1 Newton, so .25 Newtons would be exerted by an object who's mass is 25.493g.

Are you sure you asked the question correctly? Newtons is a unit of force where grams is a unit mass. 1 N is the force of Earth's gravity on an apple with a mass of about 102 g. or 1N = 1Kg*m/s^2

Well, mass is not measured in Newtons, weight is measured in Newtons. And mass is measured in grams. The question your asking is like how many liters are in a yard. I can not answer this question.
