I need to record a band's preformance at a small-to-medium sized venue, though I'll be in the front row. But I don't know what kind of equipment I need to use to get a decent recording. I also cannot spend that much money. Keep in mind a laptop may or may not be at my disposal. :/

go online and find a music program you can either get for free or trial version. Then you can go to wal-mart/target what ever and buy a "mixer" (check the a/v section it willnot look like a traditional mixing board. ask a counter person) that would allow various inputs then dump them into the computer you used to type this question. (Hard drive space permitting) . A mixing board however would be optimal. Try EBAY or a "music go round" type store to see if you can find one used that might suit your needs.

Live recording is always problematic. Just do one thing if at all possible - record the sound check to see what kind of results you are getting with the equipment you have available. A desktop computer, if available, is "portable" if you haul it with you, but if the sound card is bad, so will the recording be bad. Just go with the best gear you have available, with what you are extremely familiar with, and what you know will work. I know of one band that is using my cassette recordings for promotion on their website, although it may not be as good as someone else's quality of recording it is still "good enough".
