I want her to have access toMSWord but NOT the web w/out permission from me EVERY time.

i don't approve of such strict censorship, but just as she will find a way... so will you,
so i will tell you what i did.
but i did it for my own privacy , not to limit her.
1, click start, then control panel..
2 look for user accounts.
3 i think it's double click on that,
follow the logical steps to create 2 or more accounts on your computer.
4 you will have to name you own account... (mom, for example)
then create an account for her (kid, for example)
now read all the stuff on the page and surf around a bit...
make yourself be computer administrator
make your child be limited user
give both of you passwords
tell her what her password is, but don't tell her yours
as administrator you can do whatever you want with any program or account,
but with a limited account the user cannot access anything that is not already set up by the administrator...
cannot download my space or ICQ or nothing
my daughter has her own account on my computer but she also has administrator rights,
but we talk about everything and i trust her.
well, she's 15
sometimes the best thing is to treat them like they were a couple years older than they really are and then they wanna be your little kid again???

You need a web browser with parental controls, such as I use with my SBC/Yahoo DSL. It blocks all sites that are nort G-rated or allowed by you- one time. There is a report card that monitors your child's requests and you will get emails requesting permission for access to sites or additions to email address books. There are lots of other programs available like this, check around!
Oh, and Luna- your parents are watching, get off the PC.

You need to install a software with parental control. Use something like Norton Internet Security.

Another thing is to use a wireless Internet gateway (Linksys, Netgear, etc.), and use a USB network card. This way, you can easily remove the USB network card and deactivate the network features, including the Internet. This way, the computer is 'stand-alone'.

The real question is how smart is your child, or how smart will they be?

If I had an option, I would get a router and just unplug the wire that runs to her room, make it so that the router only allows certain mac addresses, and not include hers. This way, if in the future you need to get on, you can include her MAC, but she wont be able to touch anything even in safe mode.
