No, it will not cause phneumonia as long as you keep your throat and chest covered with a scarf and don't stay out too long. I does open the pores somewhat so it isn't something that should be done for a long period of time like going hiking or snowboarding.

penumonia is caused by a germ either bacterial or viral penumonia , vicks has nothing what so ever to do with it, however you will get a very chilly sensation when the vicks and the cold air combine to make the menthol really wake up. however it cant hurt you. just the topical sensation of cold or burning,

No. It is an old tale, my Gram told me that when I was a child. I put Vick's on when I get bronchitis and nothing happens when I go outside.
