You may be experiencing "Pop unders"
Do these "pop ups" show up when you close a browser or open a new window? If so they may have been sitting there for a while. They are a source of advertising.
If you are truly getting pop ups with pop up blocker activated it may be related to the browser you are using. which one are you using ?

You have a computer virus. Do they appear when you are offline? Yes? You definetly have a virus. Do a spyware scan with Yahoo's toolbar, and with any other anti-spy software on your computer. Delete anything that is reported as suspicious.

try using a different browser such as firefox which is much more efficient and current than Internet Explorer. Also you might get a program called Ad Aware.

You probably have some type of malware (spyware probably).
End all your processes except Explorer and then delete the file that you downloaded that is causing the popups to occur.

this works with no ill efects to your pc.
start/ control panel/administrative tools/services
once your in services scroll down the list and find[ messenger]
right click it and go properties[ stop it ] and make its startup type
manual and then apply. close it all down and good luck hope it helps.
this is one of the things i do every time i reformat my pc it stops the adds from coming in
