How can I determine what resident OS application has a handle on a legacy DOS app. on my desktop.?

I'm trying to delet it but can't becasue something is accessing, monitoring or running it.

This program should help you delete the file: http://www.sysinternals.com/Utilities/pendmoves.html

There is probably something on sysinternals.com somewhere that can help you figure out what process has the file open as well.

Delete it under safemode.
