The further South you go the warmer they get, so the warmest beach would have to be Key West. But since it touches the Atlantic Ocean, the warmest water would be around Clearwater Florida. Unfortunately, you won't find an 80 degree water temperature at any beach in Oct, unless you go to Warm Mineral Springs.

Quiet honestly, your talking about Florida here not Minnesota.It will be about 80 degrees all over Florida in October. It may be cooler in the panhandle but the rest of Florida 9 especially the Gulf coast) will be warm. So I suggest you try anywhere from Clearwater on south. I stayed in a place not long ago along Gulf drive for relatively cheap. I am a native Floridian and stay up and down the beach all the time. Don't worry it will be warm if you are in Florida.

I would say Key West, considering it is the southern most beach in all of Florida. Yet I have to warn you that I know Key West has been having problems with their beaches. There sewer is pumped out to sea and sometimes it makes the bacteria levels high, and they close the beach.
Another point to make... beware travel in October to Florida. It is still hurricane season. AND... travel to Florida in October is going to be highly priced, because that is when all the "Northerners" who own homes there come back.

Anything should be warm enough. Not expensive, you can try Naples on the Gulf; Miami Beach is the best, you may be able to find something not too pricey
