After a batter receives four pitches not recorded as a strike by the home plate umpire results in the batter being awarded a walk.

In a 9 inning baseball game, if the score is tied after 9 innings, each team would recive 27 outs. However, if the home team is ahead after the top half of the 9th inning the away team would still get 27 outs, while the home team would have recorded 24 outs. This is due to the fact that the home team bats last, and if leading after the top of the 9th inning, the bottom half of the inning would not be played.

in general each team gets 27 outs per game. it is possible that the home team could get only 24 outs if they are leading entering into the bottom half of the 9th inning, in which case they would not have to bat b/c they have already won the game. it is also possible to record more than 27 outs in a 9 inning game if a player reaches base safely on a dropped 3rd strike, in which case a strikeout is recorded, but you would need to get an extra out in the inning. and you draw a walk after getting 4 balls, but confuscious says, "baseball is not real, b/c a man with 4 balls cannont walk."
