if u buy "grow" lights... they barely differ... they are usually more focused on a blue (for vegetation) or red(for flower and fruit production) light spectrum... hence why so many people are using red mulch for tomatoes... and as far as the 24/7 light goes... most plants don't like it though there are few that will tolerate it... seedlings don't mind for the most part... however plants need a resting period to work on growing...

Grow lights are basically the same, using them 24/7 is OK if you want to stay on top of the watering. It depends on what your growing but using the lights 24/7 will make the growing area very warm and as I mentioned will cause the plants to dry out very quickly 12 to 14 hours a day is long enough for good growth.

Grow lights have full-spectrum light but the difference in cost between them and regular fluorescent lights is not worth the extra expense. Plants under fluorescent light will do just fine. I keep them on around the clock when seeds are sprouting, for heat as well as light. Once seedlings have true leaves and can be transplanted, I'd give them 6-8 hours of rest at night.

a cool florescent bulb will do well for foliage and for seed starting. an incandescent bulb for flowering. use one of each and your plants will do well without paying the price of a plant light.
and do not leave them on 24 hours a day. especially if you are hoping for flowers. 16 - 18 hours a day MAXIMUM during peak growing season. look outside and take your hint about everything needing a time of rest at night.
