Check with City of Los Angeles, Sanitation Dept.
They advertise free mulch, made from yard trimmings -
in several locations.
You might also ask about tire recycling. Most large cities have shredding and processing facilities. And, they use them in the City/County's landscaping, etc. Some sell it to residents.

Try a recycling center they turn branches and trees that the city cuts down into mulch. Most of the time they will almost give it away if you haul it away.

try a landscaping company. Most will sell mulch by the truck load, usually 20-25 dollars a load....much cheaper than buying it prebagged from the home store.

If there are trucks in your area that do tree and branch trimming for utility companies, they generate truckloads of wood chips. Ask them how you can get access to the chips. Where I live, they were delighted to come and dump their truckloads right in my yard!
