I have a question for you. Why would you want to propagate an invasive species? Invasive Species never stay in the garden they always escape into the wild where they compete with the native plants for nutrients and survival. Unfortunately invasive have a VERY BIG advantage in that they have no natural controls so they go hog wild at the expense of the native plants. A perfect example of this is English Ivy, which is everywhere and has cover forest floors and shaded out native plants and climbed trees and pulled them down because of the weight of the mature plant. The Berries the plants produce are eaten by birds and spread. Unfortunately the berries have very little nutritional value for the birds. Also most invasives have very little wild life value as the birds and animals that are native to the area do not eat the fruits, seeds etc these plants produce. So DON"T Plant the tree, Please.

I can only answer for Massachusetts...............YES......
You can call or e-mail the local county extension service or local University Ag. Group and find the Answer. I think the E.P.A. or the D.E.P. might also have the answer.
BUT off the top of my Massachusetts head YEAH!!! NO!!!!!! don't do it!
