i use the silent pulse/sonar ones from lowes hardware, i got two of them for about 11.00 and they work good, i havent seen a roach in this room for over a 7 months now!, the ants sadly are another problem, aside from waht it states, i guess i dont have it positioned right to affect the ants/flies, so i use fly tape and the trap motels for ants and no more have been seen of them either!!
there are many cheap ways to deal with the problems

i have only stayed in a dorm for a semester but the best way is to keep the trashcans empty and the dishes clean and everything straighten up.... and you will mos def keep away from those nasty little insects.

Black-flag has these," roach hotels". they are supposed to work well & they are guarateed. about $3-6 at a Wal-Mart.

well i've never tryed it but i herd on discovery channel your favorite hot sauce and some water mixed in a spray bottle will do it. i'm not sure about how much you should mix of each.
