the people to contact would be ur city council reps and the parks and rec department, but first you'll need alot of signatures. don't just get them from friends who skate. get names of people who are concerned about safety for kids and other people. maybe some annoyed store owners who have to deal with skaters like us in the parking lot. show the people you give the names to some pictures of property damage and graffitti caused by other ppl who skated (from a different city or they'll get a wrong idea. make sure it's not in the city but not too far away or they'll think it can't happen to ur city). make sure you have some blueprints and solid ideas of what to put in the park, but say you can be a little off from those and add later or just scrap a few things u don't need. make sure you actually ask other skaters what they like to skate on and include the most common ones, or the city will make excuses about it being pointless.
for money, I'd recommend going to local businesses (doesn't matter what, even wal-mart can spare at least 500. don't forget small, private owned shops. the main people to go to will be sports shops) and writing letters to presidents of local companies. tell them about what ur doing and say any amount of money will help and say you'll try 2 bring more customers and they can put 'park sponsored by...' posters and signs up. tell the city people (who ur trying to convince to get it built) that it'll bring skaters from all around the area, improving the economy of the city. say they can have monthly contests and stuff like that with an entrance fee sometimes.
Hope this helped!

Start a petition and get as many signatures as you can, walk down every street and knock on every door... take photos of damage caused by skateboarders, graffiti and vandalism (im not saying skaters do this, im a skater myself) but this is what would draw the attention of the local city council there. (say the damage is caused by skaters and bored youths with nowhere to hang out)

the skatepark would be funded by the local council so you would need to submit the petition there. you would need a lot of signatures because a medium sized skateboard can cost $50,000 easily, I live in New Zealand and a little skatepark in a town called Te Awamutu cost NZ$100,000

You would need like thousands of signatures but dont give up, i think you're a legend for doing this :)

Leisure Department or Parks Department also local youth groups and your local councillor.
Local Government funding runs from April to March so the timing of a request is important. This time of year they are looking at Capital Expenditure for next year and just after Christmas they start looking to spend any surplus from the current year.
It might also be worth going in to your local C.A.B. to see if they know sources of funding for Youth Projects. They are often available due to bequests from long dead locals but not widely known about. My local park was funded by such a scheme.

Contact the Leisure or Parks Department of your local Council or the Liaison Officer of the local Police.
