cut out your face in MS paint and copy paste it into a picture with the presidents

Get a picture of yourself
Get a picture of Franklin or Roosevelt
Use a graphic program (such as the Paint program included in Windows) to erase a line of background around yourself
Use the Select tool to select only yourself from the first picture
Copy yourself
Open the other picture
Paste yourself in
Use the paintbrush and other tools to touch up until it looks real
Save the new picture

If you are using a program like photoshop, you would open both pictures, then hit Ctrl-N to open a new image, set the proper size. Then copy and paste each of your images into the new image so that each is a layer. resize each image to get the arrangement you are looking for. Play with the opacity of your layers so that you can see both layers at the same time.

Then using a fuzzy brush either erase (or if you are familiar) mask the parts of the top layer until you are left with the image you want.

do you want to put your head just in it? or just a picture of your self right next to it?? if so then you have to go to powerpoint and take the pictures and put them together on the layout that is blank then save it as a JPEG file then click current slide only when you hit save go back to where you saved it and open it with paint then make it so the white box is the same size as the pic and save it again then you have it!!
