Yeah but this guy farther down in the article rebutts the idea of clinton lying about that - and he'd be the guy that actually knew:
"P.J. Crowley, spokesman for Clinton's National Security Council and a retired Air Force officer with a security clearance, said many contingency plans existed at the Pentagon."

Operation Infinite Reach as the series of bombing and cruise missle attacks carried out against terrorist training facilities in Taliban controled Afghanistan and against chemical facilities in Sudan suspected of supplying chemical weapons agents to Al-Qaida.
Operation Desert Fox was the series of bombing strikes against air defense and suspected WMD sites in Iraq prompted by the Butler Report. The report by UNSCOM chief weapons inspector Robert Butler accused Iraq of implementing new restrictions on inspections. Iraq accused UNSCOM (correctly as it turns out) of using the inspections as a cover for military reconinsance in preparation for air strikes such as those carried out in Operation Desert Fox.
