Sexy is so much more then just a style of skirt. There are many important factors, as well as the look you are going for. But think about these:
A) Where you take the skirt
B) Color
C) Fabric
D) What you pair it with.
E) How each cut fits your body
Example: A very sexy woman, who happens to have large hip it not going to look good in a pencil skirt becase it's not going to flatter her the same way a A line skirt would.
On the same note, the wrong pencil skirt could limit your movement, while the short skirt could end up showing off too much, one is uncomfortable looking, and the other is uncomfortable.
More then anything though, It's what a woman feels most sexy in.
If she feels sexy, she can make a whole room feel the same way about her. It's one of the female charms!

Depends on the top. If you to revealing on top, best to do long on bottom, if you do a short skirt better to cover up on top. If you go revealing on both ends you just look desperate. (even if you are desperate, it's best to keep it secret)
