Look at the electrical circuit like this #1 load, bulbs #2 switch to control ground, to bulb #3 flasher to interrupt current from #4 the battery. Battery power is at the bulbs just waiting for grounding from the turn signal switch, Flip the switch and the flasher heats up and blinks off and on either interrupting the power or ground side of the circuit. Not rocket science. A basic piece of test equipment is a mechanics test light wire about three feet long bulb and alligator clip on one end and sharpened point on the other. Do the bulbs work on 4 way flash?

What does it not do? Does the emergency flasher turn on all the lights? Does the left side not work or is it the right that does not? Do the lights go on and then flick when you hit the turn signal for their side or do they never go on?

It is possible that you have two burnt out bulbs or another pair of problems and that is why replacing one part or the other has not pointed out a specific fix..

Get a test light and check for juice at the light! If you find you don't have juice then you need to trace the wiring to find the short or broken/disconnected wire.

PS: You have to turn the signal light on before testing the circuit!

The turn signal (HARNESS) controls your signals.Through or under the steering column ! That is IF it doesn't have a fuseable link.

Probably the computer(Body control computer) for that stuff, or the switch itself is bad. Or worse yet, a broken wire.

Your problem is probably on the Steering-Column itself, in the wiring or switch.
