The "best" would be not free. I have account in fiesta hosting, which is a little bit cheap, but I paid it yearly. Paid hosts are better for you if you are planning to upload lots of mp3s.
Maybe consider first those free web hosting, but check if mp3 files are allowed to upload. Link below are allowed to use your own ftp software so you can easily upload your mp3s.

Buy a domain name from 1&1. (~$6/year)
Besides the 1G mailbox with your domain name, you
get a 5 page website, an easy to use sitebuilder, etc.

I say MySpace. Its not the best thing but its the easiest to use.

Try limewire, I have it....it doesn't seem to have a lot of spyware or anything....Good Luck!
