Such as making my laptop read in the Thai language instead of English.

You need to install a new operating system. There is a Thai version of windows, available in any Thai computer shop. They might do a free exchange for your English version, if you have the installation disks.

If you contact Microsoft, they might change it for you.

Which version of Windows is there? XP don't need anything extra setup other than getting its own language pack off Microsoft to read in Thai.

Older Windows need that 3rd party software, don't know which is Thai but there are few abounds.

Either way I don't think the interface is gonna change away from English.
