That's because the Irish in both the British Empire and the U.S. wewre historically treated like second-class citizens. Many came over as indentured servants or were recruited into the armed forces to die for a country that treated them like crap. In essence, they were considered by the general non-Irish, bigoted whites as trash and equivalent, in their minds, to non-whites and treated just the same. Also, there might be a reference there to the "Black Irish", which has nothing to do with skin color.

Just before the Mexican-American war (U.S. invasion of sovereign Mexico, really), a group of Irish soldiers in the U.S. army deserted because of mistreatment of the Irish and religious persecution in the army. They deserted to Mexico. When the war was declared, they were officially "capital" deserters and couldn't come back to fight for the U.S. without being shot. So, they stayed in Mexico and formed a very tough and elite fighting corps - fighting for the Mexicans.

The Irish were not always considered white.

But nowadays (since the mid-20c.) they have been.
