Does anyone know what method of speed regulation a 1998 cavalier uses (governor, computer method, fuel cut off)? Don't know too much car terminology but still be as specific as possible please.

At about 95 miles an hour the computer uses vehical speed and cuts fuel and timing out of the engine. Some custom programers might work but the old pushrod 2.0 liter is only so fast.

Typically it is computer generated. Most vehicles disengage the throttle and it will resume at a pre determined speed per the computer. All regulators are some version of a computer mounted system. I would imagine for a 98 cavalier it would be a fuel cut off (limiter) and it brings the engine to idle there fore the car slows down.
