I scaned it into my documents and its 638KB. Where is the best place to scan it so its only a 100KB. Or can't this be done? I'm trying to upload it.

you can try OCR (optical character recognition). Most scanners have the software for it, BUT whenever I have tried it, I was very disappointed with the results. I hate to say it but your best bet is to just re type it into a word document.

If it saved it as a .tif (or some other scanned page format) file then convert it to a compressed .jpg file instead. It reduces the filesize a lot.
