is there a web page i could go to where it tells me about the law like not to get herased by cops and what can i do and what they cant do
cause you know there is a lot of crooked cops where i live

Many different types of laws. Federal laws, state laws, current state and federal cases, etc.

Most of the laws governing criminal justice and criminal procedure are the result of federal and Supreme Court cases, plus local state supreme court holdings as they pertain to local rules.

Criminal defense lawyers usually spend several hours a month just keeping up with the latest developments in their area. And that's with all their existing legal training. It's ridiculous that the average person cannot go somewhere to easily find out what their legal rights are, without needing an attorney, but that's the reality of the situation.

Your best bet if you really want to know is to find some of the discussion forums or news lists that provide information to criminal defense attorneys, and learn enough about criminal procedure that the holdings make sense.
