It means that illegal means should not be used to justify any goals, however noble those goals may claim to be.

Unfortunately, most people don't get the lesson.

It means that in order to stay in power and exercise their will, tyrants make it necessary to take away human freedoms but it is the belief of every slave that it is necessary to question or plea against that taking away of human freedoms.

Tyrants say it is necessary to take away the freedoms of people. Slaves are taught to believe it is necessary to take away their freedoms.
