why did republicans block this bill,are they getting a 'cut' from Haliburton et al.?

Because most politicians on both sides of the aisle take huge donations from companies that are profiting from the current conflicts.

An anti-war profiteering bill would be something that an evolved people would pass. It's in the cards for the future.
