she doesn't know what to do. Any ideas?(no rude answers)

It is interesting to note that you felt the need to add "no offence to her" - by doing this it seems that you already hold an opinion that it is not a good look to be dark, so freeing your mind of that conception would be half the battle.

As for your friend - unfortunately the world is full of cretins and if they weren't teasing her becasue of her skin colour it would no doubt be something else

She probably can't stop the teasing. However by not reacting, she might dimiish it. (the only other solution I can think of is develope martial arts skills and motivate people to stop teaching her! - but I don't recommend this solution).
What does she fell about her skin colour? Does she accept herself and appreciate herself the way she is? that's what is most important. Once she appreciates herself, it will affect her reactions, her self-confidence, she will get less teasing, and the teasing she does get won't hurt as much.

Why in the world would you really let it bother you? She needs to get to the point where this sort of thing doesn't bother her. If it really didn't, a lot fewer people would tease her. Really. If anyone teases me about my skin color I know it's their problem and I would not feel bad about myself at all!

Teasing is best dealt with by ignoring it. But why do you feel your descriptopn of her as "really dark" might be offensive to her?

Tell her that you know that she has high self-esteem and that she should not give a fu- of what the stupid people say. That she is gifted to have color and not all poor and useless as the the other people.
