They are interjections, used primarily in a vocal sense, to fill a pause when uncertain of what you will next say. It is also used a lot in internet-teletype, in which IMers and the lot try to mimic colloquilisms. The origin is elusive, but it can be assumed that the use of a vowel is the natural choice for making a sound to fill a gap when trying to remember what else you had to say. Were one to make no sound at all, people might assume they were finished. Also, the use of such interjections lets the listeners know that the speaker is thinking and not just freezing. "Uhh" represents the sound of just a vocal "U", which is a natural noise to just let out. "Umm" is probably a variation of of "uhh" in an attempt to shape it into something that sounds like a word.
In phonetics, that 'uuh' sound we make in pauses is the schwa-represented symbolically as an upside-down 'e'. It's an unstressed vowel sound, and basically represents the vowel sound that we find it easiest to pronounce, so its sound will vary slightly according to what accent the user has (or what language he speaks). That's the reason why it's 'uuh' and not 'llll', or 'ggg', and I suppose why we use that sound is to keep our listeners attention while we search for what we want to say.

Usually people who fill in their speech with this kind of garbage are afraid that the other side may take advantage of the silence pause to interrupt them.
That's why many people try to talk as fast as possible.
Also many think that this is more like business way of speaking.
To me -- the contents is important (not the form).

I actually think it is from habit. I cant for the life of me understand why I do it when I KNOW what I want to say, but I get nervouse and I revert to this habit all the time.
