It's what happens with social species.

Though if you're looking for philosophers, Aristotle and Socrates wrote a bunch of papers on it. John Locke, Hobbes, and Rousseau also wrote stuff about freedom and government.

The concept of freedom, and its practice, have existed for as long as mankind has existed as a species. It's the concept of rules and the concept of government that are comparably recent creations, going back between five and eight thousand years.
