New York and Virginia were very populous states as well as key points in the geography for a complete Union.

Without the two Most powerful states behind it, it would be useless. Plus, look at it geographically. Would it really be the UNITED states of America if NY and VA weren't it in? No. The country would literally be split into two parts.
