The Articles essentially made it impossible for the Federal government to do anything. There was no executive, Congress had almost no authority, and what authority it did have was stymied by the fact that everything had to be unanimous.

Most interstate agreements had to be hammered out between state governments, and all parties had to agree to the entire agreement. Even important agreements couldn't get taken care of - for example, the states that border the Chesapeake River and Bay could not agree on navigation rights and enforcement - even though such an agreement was in everyone's best interest.

articles of confederation was weaker than state goverments. the states had more power than the federal government.
