It feels weird answering this because that's how I dress all the time. So I don't really see it as a costume. I usually find stuff at the thrift stores and used clothing shops. There are tons of goth websites so you could get ideas there too. Makeup and hair are very important. But the most important thing is your attitude. Hey, you may like the way you look and I'm sure the guys will too. Have fun!

Start off with black entire: This can be a t-shirt over a blouse, then for the bottoms...you can go either, pants, shorts w/ripped stockings or a skirt (short or long). All of these can be ragged in any shape or form. Don't forget about the black boots!
Accessories as followed: Try anything in a silver color...e.g. Chains, spikes, or even some black roped bracelets (the dunged the better). If you can, use a small hooped earring for a nose ring (bend it to fit), if you do not have a pieced nose. I am not sure of your hair color, but if dark, easily rat up any way you want, through it in a pony tail or leave it down messy.
Make-up: Light face powder (white or ivory will do just fine). Black eye liner and mascara on the eyes...for the lids, smug some black liner on your fingertips and rub in on the lids. Black lipstick or even red with a black lined lips...have fun with it!
Nails: Black or Midnight Blue

It isn't really a good costume idea for Halloween. What if goths or punks dressed up in blue jeans and sports shirts would that be a costume?

i like a goth/punk girl with a tight t-shirt. color should be black. big pants.. not baggy on the waist but down on the legs. those arm bands thing. a few chains.
as for make-up, i'd suggest black eye liner for around the eye (just around the eye, not the eye lids too).... and black lipstick. dont need much else. a clip-on nose or lip rings works well.
thats about it. lol. imma be a goth/punk for halloween too. funny u put this question up. do whatever suits u u know. not what others like but what you like.

Metal accessories are a must, either a chain, or safety pins, or spiked collar or bracelet is good. Lot's of eye make-up is good too. Look at pictures of Alice Cooper in his stage make-up. Black and/or darker colors. Darker red is cooler than darker blue or green. More reminicant of blood. Lots of the right kind of jewelry. Maybe put several small rips/tears in the clothes. A black full-length peasant skirt can work. Something with black and white horizontal stripes under a solid color shirt is always cool. Boots, gotta have boots or high platform. You could use a different scheme if you like and go with animal prints as a secondary base. With the right stuff you can go complicated or simple.

Okay Well to be goth/punk go to your nearest Hottopic, and buy something there since thats a general punk/goth store. Wear alot of black, or soemthing to do with metal/rock/punk bands. Wear some chains.
Or perhaps just take a look at hottopic.com and find something similar to what you find on there.

goth punk rock is not a costume it is a way sum body looks and feels there is no costume for it but if u wish to dress like them go ask a goth person how to dress goth and see what happens

I'm assuming you'll wear variations on black. One way to make it a bit different is to get one of those UV pens, or a small pot of UV paint, plus a 'black light' pen - stores sometimes sell this for security marking property (eg I know the Science Museum in London sells this stuff - it's pretty cheap). Then draw appropriate words or pictures on your costume or skin, and from time to time pass the black light over them, and they will glow spookily......

Black hair, clothes, and makeup, lots of dark makeup. Wear some skeletons, chains, fishnet arm warmers, spikey choker...you should look great!
