If it is BIOS protected you would have to remove the little battery inside of it and put it back in. That would restore default settings. Sometimes its a jumper. Sometimes you can find backdoor passwords by looking up the make and model on the net.
If it is password protected through the operating system, You have to clobber the system and install a fresh one.

Try this: start computer in "safe mode", go to "control panel", "user accounts", open a new administrator account with full privileges. Restart computer.

not sure what programs you could use, but I would suggest taking it back, someone's personal information is on there, why would you want it? I realize that you probably bought it with no knowledge of that, but i would say either take it back, or take it to a computer tech.

if it a window pass word, you could reinstall windows.if it a laptop pastword like ibm etc
,take it back if you could,there a lot on ebay, and like 60.00 think it for parts.
