There is stuff that you did not mention that could be of importance, for example his Internet activity, the content of your email, your previous interaction, how often you talk.
As a person who have friendship where the main source of communication is through the Internet, the worst thing to do is jump to conclusions. Try and remember that a person have a life outside of the Internet and if a subject matter is important it is okay to bring it more than one time.
Perhaps you can call him or right him a letter. Basically if you want to be in contact with this guy find out a way to communicate with him. SINCE YOU WANT THE RELATIONSHIP YOU HAVE TO PURSUE IT.

Okay ... before you jump to conclusions, think about all the possibilities. He could be too shy to respond. His Internet could be down. He might not know what to say. He might not be interested. If your willing ... talk to him in person. If you want to put your cards out on the table, let him know how you feel. He might just feel the same way! Good luck!

Well i hate to break the news to you i think he don't want to chat anymore so i would email him again and ask why and if he don't respond you know the answer to your question. And for you to move on.
