To kiss in the rain requires that each person love each other and feel it enough to stop in the rain and kiss. Many people don't take the time out to do that because they are dashing for a dry spot.
It takes a certain type of romantic to kiss in the rain.
To kiss the rain is a mystical act, an act of passion for the rain. Are you kissing the rain god or the rain god's tears? Or does your kiss get caught instead by a naiad?

Well it seems like the rain can kiss you but you can't really kiss the rain. It sounds a bit poetic to "kiss the rain."

Kiss IN the rain or kiss the rain? I've alwaysss wanted to be kissed in the rain..so passionate yet innocent. But I've never really thought about kissing the rain itself..that would be pretty hard to do actually

Sure why not? I love to take walks in the rain. It's best if it is just a light drizzle but sometimes even getting caught in a rainstorm can be kinda fun!
