You can get one or the other...
Or a cheap/free phone linked to a plan (where they charge the phone)
Or an expensive phone, with no plan...
You pick...what you want, but difficult to find a combination.
Some people buy used good phones at ebay.com and activate it with no plan... (that makes it cheap) it is up to you...then...

Check to see if your area has Metro PCS. It's $40/month w/ no contract no matter how many minutes you use.
