It depends.
Where do you live,
where do you want to live, and now that's where the leader that you want is!
Where ever people want to live, they will follow that leader for a while......otherwise they move, and presto...there's a new leader.....for a while....till they move, and presto...get the idea...

i dont understand the question, but:
a monarch is one leader who cares about and serves the people
a tyrannt is exactly the opposite
