I recently had a friend travel to England for vacation. She brought me back a Harry Potter book published by Bloomsbury Press. Is it legal to sell this book on eBay to someone in the US? Or is this against some sort of import law?

Just list it - if it's not supposed to be posted, somebody from ebay will remove it. It's all just trial and error. If they pull your auction you get your fees back i believe and if they don't you get to sell the book - it's a win/win situation.

As long as you note that the book is from England etc I don't see where it would be a problem. People sell antiques on there all the time from all over the world.

You can go onto eBay and ask a rep. in live chat format. OR somewhere on the site there is a list of all items you cannot list on eBay.

It shouldn't be illegal. If it is, eBay will find out and they will cancel your sale - no problem - no worries.
