You need to take care of this A.S.A.P. You more then likely have mold growing under the carpet. You need to call a mold inspection place and ask them how to handle it. Mold can be toxic.

I would strongly suggest renting a dehumidifier. Your carpet may feel dry, but the padding is still wet, and the floor boards could be wet too.
The dehumidifier will suck the moisture out, allowing the area to fully dry.
All you'll have to do is plug in the machine and empty the bucket every so often. When the bucket is no longer putting a lot of water into the bucket, you've probably dried it up. The "wet" dog smell should go away when the carpet is dry.

Now that your carpet already smells--you are in trouble. If your carpet is tacked down not glued, pull up a corner of the carpet and put a large fan underneath the carpet so that the air blows under the carpet but over the pad. This will help dry out your carpet further. But, I have never found anything that will take the smell of mildew out of carpet well enough to leave it in an enclosed basement. Carpet is reasonably priced these days, and with the cost of chemicals etc. to clean, be careful that you do not spend more to save something that should be replaced. If you want to cut the cost of new carpet, tear out the old yourself and save the removal cost. Oh, and good luck with the repair of your leak.

Go to the pet store and buy Natures Miracle.
It will take care of the odor.
Rent a carpet cleaner use Hot water and us the Natures Miracle insted of the Carpet Shampoo. When you are done keep vaccuming the carpet until no more water is being extracted into the
cleaner. Place a floor fan that will blow over the damp carpet.
You will need to leave it running for a while. the fan will evaporate
moiture at top of carpet, the carpet will wick moisture up from the padding.
Good Luck

Sounds like you got the carpet dry however you did not address the padding. It is the padding that remains wet well after you touch the top of the carpet and it "feels" dry. The capet may accept a cleaning and disinfecting by a professional carpet cleaning company or to better address the smell and any unforseen damage lurking under your carpet, have a carpet installer pull the carpet off the tack strip in the affected area and replace the padding.

The smell will take a while to dissipate totally because although the carpet itself feels dry now, the underlayment/padding is probably still damp. Spray some Febreze on the carpet, and reapply again in a couple of days and then in about a week. Good luck!

Try some dog deodorizor in your carpet cleaner machine. We get the carpet dry but we forget the padding under it is still wet. Therefore the smell. Also once you re do it with the dog deodorizor, place a fan pointed down, moving it regularly to dry the padding well.

You MUST detach carpet from walls immediately and raise up with whatevers, turn fan(s) on under the carpet to dry the back...otherwise, the carpet will mildew and be ruined. They have carpet drying fans at rental shops. Good luck

Go to the supermarket and rent the stain remover vaccum and get the cleaner that goes with it. It gets all the smell and dirt out of the carpet. Works really good.
