funny you should ask this one so I will answer with some experience of this I was really taken by this girl a few years ago (8-10 years ago)and she was tall,athletic and must have been aware of her good looks and lovely long blonde natural hair but seemed oblivious to her dirty crusty mouth...it really was a put of and thank God she didn't like me as it really would have been horrible...I should have told her about it thinking now but how can a 28 year old girl be so ignorant of the crusty dried white stuff around her lips. She got rid of me when she told me she wanted a man who could provide her with a luxury house in an up-market area...Well,maybe that was the way of the world but the crusts held her back and last time I saw her she had become a bitter sad and frumpy spinster. What a waste,the real ugliness was inside her but crusts are crusts and if I'd told her maybe she would be a happily married woman now.

i have seen ppl with that and its not good looking. u should ask a doctor where it comes from in the first place. it might just be a build up of semi-dried slobber

You need a good moisturiser. You could try smearing some petroleum jelly on your lips and see if this helps.

p.s. it's caused by dehydration. drink more water. it's more likely to happen when you're nervous...so be sure to stay hydrated and stay calm.
