Buy a "beater" which is a bike that is mechanically sound but may not be all that pretty. Look for something around 500cc and maybe around $1000 (or less) if your budget can take it. Beginners are hard on clutches and starters, plus you are more likely to have an accident when you're a newbie--- or just drop it when you are parking. Much better to take the learning out on a bike that has already been well worn than to have to spend a LOT of money on new fairings or chrome or clutches or mirrors. Don;t go much over 750cc at first because a beginner on a 1200cc motorcycle is an accident waiting to happen. And take the MSF Basic Rider class--- a really good investment of two days!

As a general rule, anything from a major Japanese manufacturer of 250 cc's and less is going to be very inexpensive, reasonably reliable if you get a new one, and easy to ride. You'll want to sit on a few of them to see which one feels the most comfortable. You can go with slightly larger machines if you want; most bikes up to 500 cc's and a few larger ones are still pretty beginner friendly. But they'll be more expensive.
Also, I would recommend taking the Motorcycle Safety Foundation's Basic Rider Course or a similar program where you get hands-on instructions and a chance to practice your riding technique on a bike in a relatively safe, controlled environment. You may even find you like the bike you practiced on enough that you want to get one just like it - I didn't, but some people do.

i would say an older honda or suzuki, not more then 500cc and as cheap as possible. my first was a 1975 harley sportster that i bought off a guy for dirt cheap. look around.
