Anybody can start taking "female" hormones if you can obtain them. Whether that's a good idea or not is another matter altogether.
Hormones are best taken under the supervision of an endocrinologist. This person will check that there are no undesirable side effects, whether you are responding as expected/desired, and can substitute other types should one or the other formulation not be working satisfactorily.
If you want to have oestrogen or another hormone under your health insurance plan you are going to need the approval of a physician.
Taking female hormones is only half the story. In general the patient will take a testosterone suppressant as well. Hormones may be applied in gels, swallowed or injected. A specialist is the only person who can decide what's best for you.

Most persons considering a transition will start undergoing a hormone treatment long before the actual SRS. In fact some people have the hormone treatment and never have SRS.

Used incorrectly hormones can cause serious damage to your health, so be wise and consult a doctor first.

Its necessary to take hormones and testosterone blockers before getting an SRS, and to live as a women 24/7 for at least a year.
Transsexuals must be certified sane also, which few other people can claim. Then they need to come up with twenty thousand cash prior to any surgery. For many this takes years, Some can never get one for health reasons. And some are satisfied with just an orchiectomy. See there is no two of us the exact same either.
