I would send them, but the two people that interviewed me said that if I needed anything to contact HR because they have offices in other states and are not always easy to get ahold of. They are the two that will decide if I get the job, HR just does the background check. Should I send them to HR or what???

I've never send post-interview thank you notes, and I've always been hired. That being said, most of my jobs have been blue collar, and I think a thank you note is less necessary when applying to these kinds of jobs.
I'd send the thank you note to them personally, because if HR doesn't make the hiring decision, it's pointless to send it to them. Or you could just not send thank you notes; it's up to you.

Send it now, Rohini. He who hesitates is lost. I 1) think it's a great idea to thank a person for the time given on an interview, always adding, "I look forward to hearing from you" and 2) I believe it is best to do it right away as it may serve as both a reminder of you and a credit to your style that you would sent a handwritted post.

Yes all the time. I think it a courtesy issue that has long been discarded. But to answer your question send them to the HR with a note "C/O ( in care of) with the persons name and HR should forward the notes to them

Send to c/o the individual that personally interviewed you. If you're sending a thank you note just to get hired, consider in your heart how sincere the thank you really is!

Absolutely necessary, but to the people who interviewed you. You sent one short and sweet thanking them for the time. More importantly, you put it in outline form how your qualifications matches with your understanding of the employer's needs, point by point (five or six of them) This way you put your name in front of the department head one more time and refresh his memory. Hopefully he will stick it in front of HR. Remember, HR usually does not make those decisions. They just do all the grunt work. The department makes the final decisions. This is more than just being polite. this is marketing yourself.

From a different viewpoint: I'd say, if you send one they won't use it against you. So, if anything, it could only give you a better chance... good luck! Get dat job!!
