Just wondering if magazines or newspapers actually purchase "out of nowhere" cartoons.

Some do if they are very good. It's worth a shot. Make sure if you are submitting to more than one magazine, you let them know that there are multiple submissions. Also, don't expect to get paid a whole lot.

It would depend on if it conforms to their bias, and/or if it makes them laugh.
