Region problem

things to try

1 Swap the power connection to your DVD to another,
2 It could be that your power supply unit is on it's way out (especially if your talking emachines)
3 A faulty or loose ATA ribbon cable (happens quite often)
4 Check BIOS is regestering you drive correctly (del, F!, F2 on boot)
5 Check (I know this is silly) you actually have a DVD drive and not a CD although this shouldn't really cause the problem
6 If you have Nero check it's Info tool about your drive
7 Get a new drive (RW are under £30 now)

update the driver for your dvd rom drive , and this should resolve your restart problem , unless the dvd rom is going bad which is a rarity but it does happen, but more than likely just find out if there is also firmware that goes with it so make sure you do the research on what the model is just update and you should be ok

Sounds like a problem i've had, ditch all your DVD playing software and start again, possibly a dvd codec type error.

Do you mean a DVD with a film / movie on it or with data / software on it?

well that means that the computer doesn't support that format. you should ask your local computer shop and they can tell you something a bit more professional than what the Yahoo! Answers users will tell you.
