That tube preheats air that is entering the engine. The tube should be connected to a shroud on the manifold allowing fresh air to warm up and be drawn through the air cleaner. I believe it is called the "intake preheater tube"

It's an exhaust recirculation tube.Any exhaust gases that weren't burned up and is still in your engine goes back up to the air cleaner to go through the carb or throttle body to go through the burn process again.
