I/O means ON or OFF; to answer this you'd have to be more specific.

I/O stands for Input/Output. It's the 3rd part of the 3 mandatory things that make up a computer (being CPU, IO and memory).

An IO error means that something could not be read (Input) or Written (Output) to an IO device.

An IO device can be something like a network, or a hard-drive.
An IO error on a network is (Usually) transient. e.g. your ADSL link is down therefore you can't communicate with your website.
An IO error on a disk can be either transient or permanent. A transient error can be something like a timeout. e.g the disk didn't get the data in time (Maybe because it had to retry several times & the software timed out before the disk was finished).
A permanent error is usually a read error caused by the disk being unable to read a sector on the disk. Usually because of damage or simply old age, or something as simple as it wasn't written correctly.

Sorry. In order to be more specific you'd have to specify exactly what sort of IO error you were getting.
