You should first identify why your betta has lost his tail. Is he in a tank with other fish? They could be cause. Becareful that your plant decorations are suitable for a betta. If your decor has any sharp edges, it could have easily ripped it off. Even worse is that it could be your fault. If you haven't kept up on water changes or overfeeding, you may have caused bad water conditions that lead to fin rot. Treat with some antibiotics and begin changing water on a regular basis if this is the case.
Fin rot can be identified by the tail or other parts of the fins "curling" or "fringing."
As far as the tail regenerating, in my experience, I have seen it grow back if damage was not too any great extent. But first, be more concerned with what caused the loss of his tail.

Yes. Sometimes they can regrow their fins. I had a beta and black fin tetra that both lost their tails after a week without power and the tank heater not being on. I medicated them for almost a year every week with MelaFix in their water. It helped tremendously. Their tails never looked perfect again but they did regrow I'd say 90%. Splits are a little different though, so it may not be as dramatic a result as my experience. But, be careful because you can easily over medicate. Follow the directions and use only bottled spring water when making gradual water changes.

Yes, but you need to keep his water extra clean. Adding 1 teaspoon of salt (pre dissolved in tank water) per 2.5 gallons, and/or melafix/bettafix will help prevent infection. Be sure that the decorations, fake plants, and ... in the tank have no sharp edges. Also note he could have a case of finrot. In which case the fin will have more uneven edges. In any case the above steps will work as well. Keep an eye on the fins and if they continue to shrink.

His fins will grow back but only if you treat the cause first. Check your gravel isnt too sharp and that he has no plastic pants or ornaments.
Next try to see if he nipped his own fins or was it a tankmate?
Lastly he could have finrot.
Do a water change, add aquarium salt and some melafix to treat him and encourage fin regrowth.

How did he injure himself? Are you sure he doesn't have tail/fin rot?
