Can a student be qualified for the resource specialist program as an extension of speech services?

The student is already receiving Special Ed speech services, doesn't qualify through sld, and needs a lot of help.

Yes. If a child is receiving speech or language services, then he is eligible for academic support through the sld teacher if the IEP team decides he needs the support.
