It would be nice to know...for a couple reasons...
If the current relationship is good...Though he would not want to start something new, he would now know that she has feelings for you. This will allow him to approach this person in a way that will not hurt her.
If the current relationship is not so good...He may be able to reciprocate the feelings if he is also attracted to her. This may be what he needs to get himself out of the "not so good" relationship. Many men (and women) stay in relationships they are not entirely happy with because they don't want to be lonely, and at least they have someone.
Two qualifiers...
As you prefaced...they can't be married. Never divulge feelings for someone in a committed relationship.
Also...do not cheat with them physically. You may start to see them just to verify that you both have feelings, but do not complicate the situation. Allow them to break-off the other relationship before you take that step of intimacy.

Why should this guy want to know if someone else was interested, he is already in a relationship. If he's not happy with the one he is in, then he should move on and only then should this other girl make her move. But the girl outside the relationship, should have more respect for the couple rather than trying to make things into a love triangle.

Waste of time. I would take it as an insult if she knew I was already in a committed relationship. If the relationship ended, then she could approach me and tell her feelings. I'd be much more receptive to her then.

I think you should probably wait it out. Theres lots of factors here. (1) Do you know the other girl? If its a friend or even aquaintance, you risk that relationship being over. (2) Think about your reputation too. Will you become a homewrecker or hated throughout for this move. (3) Think about being outed by the guy. Is he a friend? How well is the current relationship going? If well, there a chance this gets out to people you might not want to know. I think you play your cards slowly and wait this out.

if he is a good guy it's best to let things run their own course. I'm sure you guys flirt and what not but don't say nothing.
Depends on the situation as well. If you are friends with this other girl then NO!
lso ask what he thinks first. Just be like what do you think of me? Or if you were single who would you ask out? something like that. dont come out and say it. who knows maybe they will break up.
It's always flattering to have something like that happen but it might give the guy a big head too.
Best bet mind yourself. It will save a lot of trouble such as he might tell his girl and cause chaos.

Depends on how serious the relationship is. If it were not so serious, I would probably want to know, especially if the girl is someone I have had feelings for myself that I didn't think ever felt that way towards me. If you are serious about your feelings toward this guy, I would let the him know before their relationship became too serious.

I would prefer it if she didn't tell me, because I wouldn't want to hurt the woman I was currently in a relationship with. But if we broke up, then she could probbaly tell me her feelings, but only after a few weeks.
