Neons are a very shy non-agressive fish. They will not bother the ghost shrimp (one of many freshwater shrimp). The tiger barbs, on the other hand, are known as fin nippers and biters.
I, personally, wouldn't trust the tiger barbs. They just might start eating the shrimp's feelers (antennae). I am surprised the tiger barbs haven't killed off your neons.
With ghost shrimp prices at about 10-15 cents each, I would just give them a chance to co-exist. If they don't, then they will just turn out to be some live food for the barbs. That is what ghost shrimp are sold for anyway.

The neons will not be a problem. The barbs will likely eat the shrimp when the shrimp molt. (After the molt their armor is soft.) If you have got lots of hiding spots they might survive their molts. Personally I've found ghost shrimp are live food sooner or later in most tanks.

fish will eat ANYTHING that can fit in there mouth. I do not know how big your barbs are. but i do know that ghost shrimp and neon tetras are fine. USe common sense, if the shrimp can fit in your tiger barbs mouth, then it will get eaten.

Tiger Barbs are semi aggressive fish. they should be with other semi aggressive fish..
the neons and shrimp can be together.
I have plattys, mollies, guppies, fidler crabs, tetras, neons and shrimp and they do fine together.
